Issued on March 1st , 1968, the ” Universities and Higher Educational Center ” postage stamp series commemorates the Sangkum Reastr Niyum era’s rapid educational growth between 1955 and 1968, during of which higher education expanded from zero to nine universities, and student enrollment surged from 300 to over 10,000. Preserved in these rare full sheets, this set highlights key institutions, including the Royal University of Kompong Cham, the Khmer-Soviet Friendship Technical Institute ( now the Institute of Technology of Cambodia ), and the Sangkum Reastr Niyum University ( now the Royal University of Phnom Penh – RUPP ), celebrating post-independence self-reliance and state-led modernization. By pairing nationwide expansion with rigorous, French-influenced academic modules, the Sangkum’s government decentralized knowledge to train the technocrats, civil servants, and professionals essential for driving the nation’s long-term development.
